I am resending my most recent (Dec. 2, 2005) email which concerns my follow up on what I was sent as the sum total of calculations and projections for the school district's operation and maintenance costs, specifically in regard to district's ability to maintain the new high school into the future.

My first request was November 11, 2005. I had to ask a second time and this most recent follow up remains unacknowledged.

Please do respond to the three questions immediately below, especially number 2: why more documents, assuming there were more, were not sent and whether, and why, a FOIA request would be necessary.

Dear Dr. Fornero and Mr. Friedman,

Thank you for having Ms. Osinski send me some information in response to my original email request and follow up. In my original message of November 11, 2005, I assumed that there would be quite a large number of documents, spreadsheets, even spreadsheets detailing line items in other spreadsheets. Perhaps that assumption was incorrect.

Could it be that a project of this size was based on:
1) one spreadsheet (with many items unexplained)
2) one summary sheet (which talks breaks down and totals up an "increase" but says nothing about the time frame, whether it be one-time, for the first full year of the new high school's operations, or spread over an unmentioned number of years), and
3) one page of prose whose heading reveals that it was merely a response to "Ann Arbor Chamber of Commerce Questions"

My questions at this point are:
1) If the three pages you sent me are in fact the sum total of all thinking and planning that went into the calculations for determining the impact of the new high school on the district's operation and maintenance costs, can you tell me how the Board could possibly have allowed such lack of planning to be foisted on district residents? Of course, I can't believe that three pages are all there is. Therefore,

2) If there are more documents supporting the calculations and the cost of operations/maintenance for the new high school (which I believe to be the case), why were they not sent? Would it be necessary to FOIA all documents related to those calculations, even though I must assume they are public?

3) If they are public, why are they not available on the district website as promised by the Superintendent during the August, 2004 "neighborhood meeting" at Forsythe School?
